competition
Urban integration of a Justice Palace: density, permeability and the realisation of an equilibrium between the main urban elements.
The key phrase is: “A new expression for values of the system of justice.” Going out from this, is developed the concept of the TGI and its relative urban plan.
The TGI, with its three blocks, supports first and then enters, on the roof of the Freysinnet Hall. Thereby it creates a continuous movement between the new and the old.
Intended is an expression of friendly freshness. It tries to give people a sensation of welcome in the search for justice to all: the guilty and victims.
A new image of reference is thus created. The vision and perception of the urban context is thus bettered. The existing necessities are not muted but improved.
Permeability is maximum. It is achieved by placing platforms and gangways in relatively strategic positions to the survey of boards of confluence that come from the city. All adapts to a new morphology created by the iceberg.
The project represents a loving element, an amalgamation and a whirlwind of confluence of 360°, englobing new pluri-places.
The Justice Palace should give the impressiono f Equality, Impartiality and Accessibility. Ccording to European law non one can be considered a criminal until the crime is proved.
It contains the phrase of the French Revolution: Liberty, Fraternity and Equality.
I believe it should rather signify: Responsibility, Asymmetry, Proximity.
Stairs and metropolitan stairs.
The place of intervention has been treated as a river. One enters into a concept of water in which glaciers flow. A reference to the Seine. The comparison is immediate and visual. Two flows: a flow that contains boats in movement, a flow that contains the palace --- a glacier in continuous tension. Thus one achieves “the Pluri-versal series that combines all riches with forms that never finish!” Greenery! Greenery is not a linear equation.
One works putting everything in a system of layers: water, platforms, passages, squares and greenery. These embed, hang, support and combine with a totality. But what is gained are the gangways which create immense distances in the water, in the greenery, with visuals of the palace and natural sounds. All is in the whole!
Exhibiting Freyssinet Hall.
It is a great honour to take part in an historic element of great relevance.
Dialogue with new space and functions is an element of creativity, of technological experiments and hospitality to the actual.
I think that the old and the new are a perfect combination to “breathe through two different lungs.”
The intention? To relate two different fabrics. To produce a pluri-operative unique motor by means of three new glaciers. These have mixed functions and a congruent urban arrangement.
Conformity of requisites of urban plan: Height, a limit.
The monumental and symbolic dimension of the project.
A last consideration, words create new forms and forms give life to new words: “The new fresh monument.” The TGI converges the invisible in an asymmetric centre.
